Job Summary

Manages or supports assigned phases of major projects including business development support, site development, permitting support (air, water, state, local, etc...), scope development, major contract negotiations, engineering, procurement, and construction contracts, construction activities, commissioning and transition to commercial operation. Supports development and management of specific portions of project budget and schedule. Develops and manages overall project budget and schedule for smaller projects. Projects ranging in size from major complex projects to smaller improvement projects. It is envisioned that this primary responsibility of this role will be supporting the Coal Ash landfill/recycling projects, which may last up to 10 years in duration.  The position will support the following 4 sites located at the Bremo Bluff, Chesapeake Energy Center, Chesterfield, and Possum Point power stations. This position may have Non-Dominion Energy Workers reporting to them. Typically reports to a Project Director or Manager - Site Construction. 

 

Overall Expectations
- Manage the water treatment systems at each site as the overall Program Manager.  Will be point of contact of all technical issues
- Manage Water treatment vendor contracts
- Update monthly cash flows to Financial Advisor project controls and review spending within SAP and pre-approve invoices
- Participate is site safety and environmental walkdowns and/or audits to ensure compliance.

 

Permitting and Construction Oversight
- Work with scheduler to assist with overall schedule for permitting as well as specific activities
- Develop RFPs as needed including scheduling interviews with potential bidders and reviewing specimen contract documents.  Work closely with Supply Chain, Legal and PG to finalize
- Work within and create e-rooms for new projects.
- Help to interview contractors


Operations Oversight
- Schedule tank discharges based on sampling needs and available storage capacity in the tanks 
- Review and approve tank data packages for discharge
- Generate and submit weekly reports required by DEQ to DEES, as well as work closely with DE Environmental group to ensure permitting issues are resolved and tracked
- Track monthly volume of water discharged and compare to monthly invoices
- Track the influent trend of the key (Selenium, Arsenic, Thallium, etc) influent constituents.
- Analyze and track the performance of a Centralized Water Treatment System at each site by utilizing average flowrate, average constituent reduction, enhanced media effectiveness, capacity and breakthrough, actual volume of water discharged to the tanks vs projected volume. 
- Visit sites on periodic basis and work to oversee the construction in compliance with permit, plans and specifications as needed
- Work with Engineer/CQA firm to help resolve disagreements in the field

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and experiences that are required for entry into this job include the following:

  • 7-8+ years of experience in project management including industrial water treatment projects. 
  • Demonstrated knowledge and experience in project management, water treatment, relevant technologies, and leadership in the assigned project areas. 
  •  Strong team building skills, demonstrated skill and ability in effectively leading teams to achieve project goals and milestones. 
  • Effective negotiation skills. 
  • Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities. 
  • Ability to develop, manage and monitor project performance to ensure results meet project requirements and schedules. 
  • Ability to coordinate the resolution of technical problems and implement changes. 
  • Ability to work and develop rapport with all levels of management and staff. 
  • Ability to represent the project and the company in public forums.
  • Able to demonstrate detailed knowledge of water treatment systems using various technologies, must demonstrate the knowledge and ability to review engineering specifications and have the ability to make recommendations

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Disciplines:  Business, Engineering, Engineering Technology

Other disciplines may be substituted for the preferred discipline(s) listed above
