We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary
The Rates & Regulatory Affairs team within Dominion Energy Services is seeking an analytical, detail-oriented individual with knowledge of and/or a desire to learn about the natural gas and electric utility industry. This position will primarily support Dominion Energy South Carolina, Inc.’s regulated natural gas business, but may also support the regulated electric business. This position will be based in Cayce, SC.
Responsibilities will include, but will not be limited to:
Preparing calculations and analyses of regulatory earnings and revenue requirements, computing accounting entries, monitoring account balances, preparing variance analyses, compiling forecasts, and preparing reports related to the Company’s purchased gas cost recovery mechanism. With demonstrated skills, this position will also entail involvement in all aspects of the ratemaking process to include the calculation of regulatory adjustments and cost of service study inputs, rate analysis, and rate design. Additional responsibilities will include calculating and updating rates and rate schedules; responding to internal and external stakeholder requests by developing workpapers and documentation; preparing, analyzing, and timely filing regulatory reports and rate applications with regulatory agencies; implementing approved regulatory commission directives and determining appropriate accounting treatment; monitoring surrounding utilities and states for regulatory trends and comparative analysis; and performing financial projections, modeling, and analysis to assist the Company leadership team in developing regulatory strategies. This role will oversee, develop, and/or prepare studies for expert written and oral testimony and may be required to testify as an expert regulatory witness in state and/or federal proceedings.
This role will interface with Company leadership to update and consult on planning for various regulatory proceedings. This role will interact with legal counsel, regulatory agency staff, and intervenors during the regulatory process of preparing, filing, and litigating rate proceedings. This position will maintain effective working relationships with regulatory agency staff and other stakeholders. This position will prepare special studies, provide research, gather supporting information, and will assist with projects in response to audits, regulatory requirements, and senior management requests.
Required Knowledge, Skills, Abilities & Experience
5+ years demonstrated experience.
- Strong analytical, problem assessment, and problem-solving skills, and attention to detail.
- Understanding of accounting principles and demonstrated knowledge of financial concepts, analytical techniques, and regulatory issues.
- Experience with accounting enterprise systems and ratemaking modeling.
- Proficient computer skills, including Excel.
- Effective oral and written communication skills.
The following knowledge, skills, and abilities are helpful, but are not required:
- Utility experience in state and/or federal regulatory and rate setting process.
- Demonstrated knowledge of Federal Energy Regulatory Commission Uniform System of Accounts.
- Experience with SAP enterprise resource planning software.
- Skilled in performing analyses, calculations, and reporting on fuel recovery, cost of service, cost allocation, and rate design.
- Knowledge of utility billing systems and practices.
- General knowledge of natural gas and electric utility business operations and services.
Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:
Bachelor
