We offer a hybrid work schedule (one week in the office, one week of teleworking) to accommodate the need for flexibility.

Job Summary

The GIS GIS IT and application team is seeking a Developer or Senior Developer to develop custom solutions and integrations between the GIS system and other enterprise systems.   Responsible for maintaining and improving the existing integration and custom application code base as well new applications and integrations.  Must be able to come up to speed quickly so the ability to quickly understand an existing code base. One position is available and will be filled at the level commensurate with the selected candidate's skills and abilities. 

Key Considerations:
•    Develop and maintain .NET applications that integrate with Esri’s Utility Network using ArcGIS Pro SDK, ArcGIS Enterprise, and REST APIs.
•    Collaborate with GIS analysts, data engineers, and utility operations teams to understand business requirements and translate them into technical solutions.
•    Design and implement custom tools and extensions for ArcGIS Pro and ArcGIS Server.
•    Optimize data workflows and ensure seamless integration between GIS platforms and enterprise systems (e.g., SAP, OMS, SCADA).
•    Troubleshoot and resolve issues related to spatial data, network topology, and service connectivity.
•    Participate in Agile development cycles, including sprint planning, code reviews, and testing.


Sampling of job duties:
•    Defines new data elements, structures, or changes to applications, to support major enhancements or new business initiatives.  
•    Develops and maintains comprehensive, unified, application design that meets all aspects of known or anticipated business requirements. 
•    Specifies design of business logic, interfaces, data, and presentation components of application(s). 
•    Maps application components to appropriate hardware, software, and network infrastructures, based on collaboration with infrastructure architects. 
•    Specifies methods and tools for development and enhancement of application(s), consistent with application requirements and established IT standards.  

Required Knowledge, Skills, Abilities & Experience

GIS Developer (Programmer Analyst): 2-3+ years related experience in programming or systems analysis.

SR GIS Developer (Sr Programmer Analyst): 5-6+ years directly related experience in programming or systems analysis.

All levels:

Required Skills & Qualifications
•    Strong proficiency in C# and .NET Framework/.NET Core.
•    Proven experience with Esri Utility Network, including configuration, data modeling, and service publishing.
•    Familiarity with ArcGIS Pro SDK, ArcObjects, and ArcGIS REST API.
•    Experience with Oracle or other relational databases.
•    Excellent problem-solving and communication skills.


Preferred Qualifications
•    Understanding of utility domain concepts (electric, gas, water) and network modeling.
•    Experience with Python for geoprocessing tasks.
•    Knowledge of FME, Geometric Network migration, or ArcGIS Enterprise administration.
•    Familiarity with cloud platforms (Azure, AWS) and DevOps pipelines.
•    Esri technical certifications (e.g., ArcGIS Desktop Developer, Enterprise System Design).

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor

Preferred Discipline(s): Computer Engineering, Computer Science, Information Systems, or Geographic Information Systems

Other disciplines may be substituted for the preferred discipline(s) listed above.
