Job Summary
Position has responsibility for conducting reviews of proposed gas pipeline projects to determine environmental permitting requirements, obtaining environmental permits and coordinating related efforts with Dominion Energy project managers. Primary focus will be construction of regulated gas pipelines but may involve other duties as well. There is one position available and the successful candidate will be placed at the level commensurate with their knowledge, skills, and abilities.
Specific job duties include:
- Coordinate with Dominion project managers to understand the scope of new and replacement pipeline installations and apply knowledge of environmental regulations to determine what, if any, environmental permits are required.
- Determine environmental permit applicability with specific knowledge of CWA Section 404/401, ESA Section 7, NHPA Section 106, Erosion and Sediment Control, and Stormwater Management Programs.
- With contractor support, prepare applications and secure environmental permits or clearances required for construction.
- Communicate environmental compliance requirements to project teams and field personnel. Depending on the project, communications may be held during project site meetings.
- Technical assistance to sites/projects for environmental compliance.
- Interpret environmental permits and regulations to ensure that compliance dates and requirements are met.
- Communicate with regulatory agency representatives, negotiate permit conditions, represent Dominion Energy during regulatory inspections, and other regulatory meetings.
- Oversight and technical direction of contractors and consultants including preparation of permit applications and permit support materials,
- Adherence to Dominion Energy environmental policy, guidance, and work practices.
- Adherence to Dominion Energy safety rules and safety performance expectations.
- Perform other duties as requested or assigned.
*Note: Position will include some travel, mostly day trips (approximately 10%)
Required Knowledge, Skills, Abilities & Experience
Environmental Specialist II - 3 years directly related experience (Note: A Master's degree will count as one year of experience and a partial year of six months or more of experience will be rounded up to one year)
Environmental Specialist III - 5-7 years directly related experience (Note: A Master's degree will count as one year of experience and a partial year of six months or more of experience will be rounded up to one year)

Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
