Supervisor-Pipeline Compliance (Gas Distribution) - Flexible Work Location (Hybrid)

We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

This position will oversee and supervise the areas of Pipeline Compliance for Dominion’s Ohio natural gas distribution territory.  The incumbent will coordinate and facilitate regulatory pipeline safety related audits and internal audits.   Manage follow-up on any regulatory deficiencies. Provide safety leadership and guidance to the staff responsible for producing solutions that support the business objectives.  Handle elevated regulatory issues. Monitor workload to ensure completion of all department responsibilities in a safe, efficient, and cost-effective manner. Communicate and implement large scale initiatives critical to the regulatory compliance of the Business Unit.  Provide technical solutions for complex regulatory compliance questions and issues.  Monitor regulatory environment, and regulatory compliance of the Business Unit as applicable. 

 

The position will be located in Ohio (various work locations within the greater Cleveland and greater Akron/Canton areas are acceptable)

 

Additional responsibilities may include:

  • Serve as the Pipeline Compliance representative and liaison with local government regulatory personnel. 
  • Develop effective relationships with local government regulatory personnel. 
  • Partner with and develop effective relationships with the Business Unit Construction and Operations managers. 
  • Demonstrate and encourage teamwork between Construction, Operations, Design and other departments of the Business Unit such as Measurement and Regulation, and Field Meter Services.   
  • Establish consistent communication with company leadership on pipeline compliance matters that impact their day-to-day operations.
  • Prepare letters, reports, summaries and other communications on Pipeline Compliance matters with an emphasis on attention to detail.
  • Interpret new pipeline safety regulations and provide guidance on how to implement within the business unit and to ensure compliance with all new and existing pipeline safety regulations.
  • Provides oversight and direction for the Quality Management program.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):

  • Advanced Degree (Master, PhD, JD) and 6+ years directly related experience; or
  • Bachelor’s Degree and 7+ years directly related experience; or
  • Associates Degree and 9+ years of directly related experience; or
  • High school diploma and 11+ years of directly related experience
  • Directly Related Experience includes: pipeline compliance, leadership, utility construction/design, field operations, damage prevention, quality control, environmental or safety discipline, authority to interpret and apply the law, or construction management.

 

Additional Knowledge, Skills and Abilities: 

  • Skills: leadership, interpersonal, decision making, effective verbal and written communication, regulatory background, scheduling/time management, project management, negotiation, problem solving.
  • Abilities: adaptability, deal effectively with regulatory personnel and internal customers, make effective decisions, understand and interpret federal and state regulations.
  • Must have valid driver's license and be able to drive.

 

Preferred Qualifications: 

  • Juris Doctor Degree with 8+ years directly related experience, or
  • Bachelor’s Degree and 9+ years directly related experience, or 
  • 3+ years’ experience in natural gas distribution/transmission pipeline design, operation or construction experience or natural gas pipeline integrity experience, or
  • 3+ years’ experience of regulatory compliance at federal, state, or local levels (PHMSA, OSHA, PUCO, etc.), or
  • 3+ years supervisory/project lead or project management experience.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
