Pipeline Safety Management Program Consultant

Job Summary

This position is responsible for directing and managing Dominion Energy Ohio's (DEO) Pipeline Safety Management Program (PSMP) as approved by the Public Utilities Commission of Ohio (PUCO) to ensure compliance with the regulatory aspects of the program. 

 

Additionally, this position will establish a centralized and comprehensive approach to quality assurance through measuring and monitoring conformance with pipeline safety requirements to maximize public safety and mitigate risks associated with pipeline operations. Oversight includes monitoring compliance with all quality assurance and document control functions to meet regulatory reporting requirements and to provide communications about the program effectiveness to the Business as well as to the PUCO. 

 

This position will oversee and support the PSMP initiative, which includes governing the PSMP budget and resources, tracking performance measures, and reporting out to senior leadership.  This position will also provide communications about the initiatives and overall program effectiveness to the Business as well as to the PUCO.  

 

The position will be located in Cleveland, Ohio (various office locations are acceptable).

Additional responsibilities may include:

  • Execute projects in accordance with work management schedule and prioritization.
  • Directs difficult or complex customer negotiations and/or participates in negotiations regarding agreements, contracts, terms and conditions.
  • Must be able to lead meetings and be comfortable presenting to large groups, including to PUCO Staff.
  • Oversee a team of quality assurance specialists and contractors responsible for identifying pipeline safety and operational risks, documenting processes, developing and measuring operational controls, establishing and executing quality assurance test plans, and developing and leading corrective action plans. 
  • Facilitate investigations into process deficiencies and incidents encountered during pipeline installation, operations, and maintenance including the completion of root cause analysis. 
  • Oversee the review of corrective and preventative action plans which includes maintaining systemic tracking and monitoring and present findings to the appropriate business unit partners.
  • Partners with and develops effective relationships with local Operations managers which may include Construction, Field Meter Services, Control and Measurement, and others. 
Required Knowledge, Skills, Abilities & Experience

Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):

  • Master's Degree and 6+ years directly related experience OR 
  • Bachelor’s Degree and 7+ years directly related experience, OR
  • Associates Degree and 11+ years of directly related experience, OR
  • High school diploma and 15+ years of directly related experience
  • Directly Related Experience includes: Engineering, Field Service Operations, quality assurance/control, compliance, risk management, and/or safety management-prevention experience, safety professional, inspection services, accident investigation; claims investigative services, utility pipeline construction/operations experience

 

Additional Knowledge, Skills, and Abilities:

  • Skills: leadership; quantitative/qualitative analytics; decision making; effective verbal and written communication; budget management; computer skills (strong knowledge of Microsoft Office Suite); problem solving
  • Abilities: adaptability; make effective decisions; physical attributes to perform essential functions.

 

Military Experience:

  • Military Service Members/Veterans ranks from E7-E9, W1-W5, or O3-O6; and 4+ years directly related experience

 

Preferred Knowlegde, Skills, and Abilties: 

  • Previous experience in Natural Gas Distribution/Transmission pipeline design, operation or construction experience.
  • 3+ years project lead experience
  • 3+ years project management experience
  • Knowledge of regulatory compliance at Federal, State, or local levels (DOT, OSHA, PUCO, etc.) 
  • Knowledge of API Recommended Practice 1173, Pipeline Safety Management Systems
Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor

Disciplines: Preferred: Business, Engineering, and Engineering Technology; Project Management, Safety Science.

Other disciplines may be substituted for the preferred discipline(s) listed above.
