Economic Development & Local Government Manager

Job Summary


Dominion Energy South Carolina’s Department of Economic Development and Local Government supports our internal business units and the communities we serve in support of our core mission to create growth opportunities and influencing solutions to local government issues that promote the growth and well-being of the community and the company.

This position, located in Beaufort, SC, is responsible for economic development and local government activities for Dominion Energy territory throughout a multi-county region.  Reporting to the Manager of Economic Development and Local Government, this position is primarily responsible for the following:


  • Develop and maintain strong relationships with key local government, economic development, business, education, development and civic contacts to achieve positive results on issues affecting Dominion Energy companies and the communities we serve.
  • Facilitate activities with external partners and serve as liaison for internal business units to build opportunities for Dominion Energy.
  • Communicate effectively Dominion Energy’s position on issues affecting our company, our employees, and our customers
  • Develop and coordinate local governmental and community leadership support to safeguard and promote Dominion Energy’s interests.
  • Support operations before, during and after major storms, outages and other disruptive events to include coordinating with local elected and appointed officials and emergency operations.
  • Positively represent Dominion Energy as a leader in community and economic development through membership and active involvement in community and civic organizations.
Required Knowledge, Skills, Abilities & Experience


  • A minimum of 7 years of related work experience (public administration, economic development, community development, business development, governmental affairs, customer service, workforce training, and/or a knowledge of energy systems) is required.
  • Must be able to demonstrate knowledge and experience with public policy, economic development, and strategic problem solving.
  • Critical skills include: managing multiple deadlines, working both autonomously and in a team environment, strategic analysis and problem-solving, consensus building and collaboration, and managing internal/external relationships.
  • Attributes must include flexibility, initiative, confidentiality and integrity.
  • Must be able to work evenings and some weekends and occasional overnight travel both in-state and out-of-state. Travel is generally domestic though a passport for other travel may be required.
  • Must be able to work extended time on duty, including multiple overnights, during major weather events and other severe disruptions.
  • Must have excellent interpersonal skills as well as effective oral and written communication.
  • Must be proficient in use of Microsoft Office products Word, Excel, and Power Point and general use of various tools for research.
  • Additional experience with GIS/Arc mapping systems will be beneficial.
Education Requirements


Bachelor's Degree from a recognized college or university in related field such as:  public administration, political science, economic development, community development, professional studies, and/or project management.

Licenses, Certifications, or Quals Description


  • Must have a valid driver's license with safe driving record.
  • State and/or national certifications in economic development or other industry certifications are not required but will be considered along with experience.
