Job Level Options

Depending on experience, this position may be hired at the entry-level Associate DOT Compliance Analyst or more experienced DOT Compliance Analyst role.

Job Summary

Associate DOT Compliance Analyst:  This is an entry-level position that assists in creating and/or maintaining Department of Transportation (DOT) records, reports, inspection scheduling, DOT plans, policies, procedures, and records management (including validation of engineering records), pertaining to State and Federal regulations, and in conjunction with gas transmission, distribution, and storage. Assists in development and review of DOT plans, policies, and procedures. Assists in analysis and evaluation of DOT pipeline patrol classifications for natural gas transmission, distribution, storage, and processing facilities. Assists with records management on compilation of engineering records documentation for natural gas transmission, distribution, storage, and processing facilities, ensuring audit readiness. Assists with State and Federal audits. Assists in creation, distribution, and notification of all jurisdictional DOT inspections to operations and supervision, ensuring compliance with time constraints outlined in 49 CFR Part 192. Assists in monitoring and preparing notifications and reports, as required by 49 CFR Parts 191/192.

 

As a developmental level-entry position, the incumbent will do the following:

 

* performs assignments designed to develop work knowledge, skills and abilities requiring application of policies, procedures, techniques and other criteria in carrying out all aspects of the job
* performs routine work assignments but over time will demonstrate the ability to perform more difficult work assignments
* works under established policies and procedures to meet set schedules and system or program requirements
* continues to develop the knowledge, skills and abilities to reach a higher level of proficiency and work complexity

 

DOT Compliance Analyst:  This is a more experienced role and analyzes DOT records, reports, inspections, DOT plans, policies, procedures, and records management (including validation of engineering records), pertaining to State and Federal regulations, and in conjunction with gas transmission, distribution, and storage. Coordinates development and review of DOT plans, policies, and procedures, including the overall process for document review and documentation archival. Analyzes and evaluates DOT pipeline patrol classifications for natural gas transmission, distribution, storage, and processing facilities. Assists with records management in compiling engineering records documentation for natural gas transmission, distribution, storage, and processing facilities, ensuring audit readiness. Coordinates State and Federal pipeline safety audits, including reviewing and presenting records to auditors. Monitors and coordinates creating, distributing, and notifying all jurisdictional DOT inspections to operations and supervision, ensuring compliance with time constraints outlined in 49 CFR Part 192. Monitors and coordinates preparing all required notifications and reports, as required by 49 CFR Parts 191/192

 

In the more experienced role, the incumbent will proficiently perform all core responsibilities to include:

* may receive instructions and guidance on unusual or complex problems and knows when to get others involved

* identifies and eliminates unnecessary work and non-value added activities

Required Knowledge, Skills, Abilities & Experience

The knowledge, skills, abilities and education required for entry into this job include the following: 

 

Associate DOT Compliance Analyst:  0-2 years' experience in integrity management, pipeline safety, pipeline operations, or related field. General knowledge and understanding of company Standard Practices, State and Federal codes, and pipeline industry terminology. General knowledge of, and ability to use, a personal computer and related software. General knowledge of natural gas transmission, distribution, storage, and processing facility designs. General understanding and working knowledge of engineering project documentation and workflow process. Interpersonal relationship skills with internal and external customers. Ability to analyze and solve simple and routine problems. General ability to prepare documents, using prescribed format, and conforming to all rules of grammar, spelling, and punctuation. General ability to design and/or understand engineering designs and drawings, and to interpret their meaning. Ability to respond to emergency conditions, which may include changing flat tires, chaining up vehicles, and operating a two-way radio. General ability to prioritize assignments, and to work with large volumes of documentation. Ability to communicate effectively orally and in writing.

 

DOT Compliance Analyst:  At least 3 years job-related experience in integrity management, pipeline safety, pipeline operations, or related field.  Have a general knowledge and understanding of company standard practices, State and Federal codes, and pipeline industry terminology. A general knowledge of, and ability to use, a personal computer and related software.  A general knowledge of natural gas transmission, distribution, storage, and processing facility designs. A general understanding and working knowledge of engineering project documentation and workflow process. Incumbent must have the ability to analyze and solve simple and routine problems. Ability to prepare documents, using prescribed format, and conforming to all rules of grammar, spelling, and punctuation. General ability to design and/or understand engineering designs and drawings, and to interpret their meaning. Ability to respond to emergency conditions, which may include changing flat tires, chaining up vehicles, and operating a two-way radio. General ability to prioritize assignments, and to work with large volumes of documentation. Ability to communicate effectively, orally and in writing, and have excellent interpersonal relationship skills with internal and external customers.

Education Requirements

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

 

Bachelors Degree required preferably in Business Management; Communications; or Information Systems
