Job Summary

There is one position which will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills and abilities.

 

BHE GT&S has an exciting opportunity on our Gas Regulatory Affairs Team for a Regulatory Analyst I or Regulatory Analyst II position. This position is similar to a financial analyst. Accordingly, strong accounting skills and financial analysis ability are highly beneficial in this role to support the regulatory initiatives of the company. The position will support Federal Energy Regulatory Commission (FERC)-regulated interstate pipelines across BHE GT&S’s regulated gas transmission, storage and LNG businesses. 


This positions’ responsibilities include, but are not limited to:

  • Gathering and providing supporting information and documentation for federal regulatory filings and cost recovery (revenue) mechanisms.
  • Ensuring the timely submission of regulatory filings, tariffs, work papers, documentation, discovery responses, and compliance documents.
  • Monitors and analyzes regulatory changes and ensure compliance with regulatory commission directives.
  • Providing research, conducting analysis, and gathering information that may be presented to leadership, regulators, customers, internal / external counsel, and outside consultants.
  • Acts as supporting resource, for internal and external inquiries, regarding routine rate and regulatory matters.
  • May assist with analysis of regulatory earnings and revenue requirements.  May testify as an expert regulatory witness in regulatory proceedings.
  • This position will support FERC-regulated pipelines across BHE GT&S’s footprint. Travel to/from certain office locations may be required (primarily Richmond, VA and Salt Lake City, UT). This position may require up to 25% travel.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):

 

Regulatory Analyst I - Required Knowledge, Skills, Abilities & Experience

  • 0-2 years experience in state and/or federal regulatory and rate setting process, or equivalent experience;
  • Basic financial and accounting knowledge, which may include GAAP practices;
  • Effective analytical, computer, problem assessment and problem solving skills;
  • Effective written, oral, and presentation skills;
  • Experience with Excel;
  • Ability to explain results of analysis and/or research;
  • Demonstrated ability to coordinate processes involving other departments, and to ensure compliance with regulatory filing requirements. 

The following knowledge, skills and abilities are preferred but not required:

  • Experience in state and/or federal regulatory and rate setting process, or equivalent experience.
  • General knowledge of interstate pipeline operations and services.

 

Regulatory Analyst II - Required Knowledge, Skills, Abilities & Experience

  • 2-5 years demonstrated knowledge of financial and/or accounting concepts, GAAP practices, analytical techniques.
  • Strong Excel skills.
  • Effective analytical, problem assessment and problem-solving skills.
  • Effective written, oral, and presentation skills.
  • Ability to explain results of analysis and/or research.
  • Ability to coordinate processes involving other departments and to evaluate and recommend courses of action in response to inquiries.

The following knowledge, skills and abilities are preferred but not required:

  • Experience in state and/or federal regulatory and rate setting process, or equivalent experience.
  • General knowledge of interstate pipeline operations and services.

Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education:

Bachelor or higher
